Our work helps people live fulfilling, independent lives in the community.  As we deepen our impact in Maryland and expand, we are seeking an exceptional Chief Agency Officer (CAO) to lead internal operations, support senior executives, and ensure our systems grow as effectively as our mission.

Position Overview:

The Chief Agency Officer will serve as the CEO’s closest operational partner and will oversee the internal execution of the organization’s strategic goals. This leader will be responsible for managing all day-to-day business operations across departments, coaching a high-performing executive team, and ensuring that United Community Supports delivers consistent excellence in service, compliance, fiscal stewardship, and stakeholder satisfaction.

The ideal candidate is a strategic operator and empowering leader — someone who thrives in complex environments, knows how to scale infrastructure, and brings emotional intelligence, discretion, and trust to their leadership.

Key Responsibilities:
  • Strategic Execution & Leadership Partnership
  • Serve as a thought partner to the CEO and translate strategic goals into operational execution.
  • Manage the full executive leadership team, ensuring cross-functional alignment and accountability.
  • Lead the development of organizational performance metrics and manage progress toward key goals.
  • Continue to build operational infrastructure and support organization cultural development/expansion
Executive Management & Organizational Culture
  • Directly oversee company executive leaders
  • Support professional growth and cohesion across the leadership team.
  • Foster a transparent, accountable, and values-driven executive culture that balances excellence, thoughtfulness and innovation.
Operational Oversight & Growth Readiness
  • Oversee and optimize all internal operations, including compliance, HR, finance, technology, and service delivery.
  • Prepare the organization to responsibly scale while maintaining core service integrity.
  • Ensure internal systems are scalable, efficient, and aligned with best practices.
Programmatic Excellence & Compliance
  • Collaborate with other senior leaders to uphold rigorous quality, safety, and compliance standards.
  • Support high program fidelity, person-centered delivery, and successful audit outcomes.
  • Ensure internal policies align with federal and state regulations.
Stakeholder Engagement & Communication
  • Act as a trusted leader across departments and with external stakeholders.
  • Engage effectively with staff, community partners, families, and regulatory bodies.
  • Communicate expectations and progress clearly and respectfully to all levels of the organization.
Success Metrics:
  • Year-over-year improvement in financial performance through stronger operational efficiency, cost management, and service delivery optimization.
  • High satisfaction ratings from staff, clients, and families.
  • Program quality performance as measured by compliance, audit, and incident reports.

Qualifications:
  • 10+ years of progressive leadership experience in operations, with at least 5 years in a C-suite or senior executive role.
  • Deep experience managing and aligning high-level leaders in complex, mission-driven organizations.
  • Strong operational knowledge of Medicaid-funded services and regulations
  • Demonstrated success in scaling systems and teams in a growth-focused organization.
  • Exceptional organizational and strategic thinking abilities.
  • A collaborative, ego-free leadership style grounded in integrity, results, and trust.
  • Outstanding communication skills and emotional intelligence.
  • MBA or similar advanced degree preferred.
