Job Description and Duties

The MPES Compliance and Enforcement Unit (CEU) is charged with ensuring licensee compliance with the Food and Agricultural Code (FAC), as well as the California Code of Regulations (CCR). This is accomplished through engagement with the stakeholders in the various disciplines noted above. Effective compliance is achieved as a result of education and enforcement, as well as through the inspection of facilities and vehicles.


Under the direction of the Supervising Special Investigator II, the Special Investigator independently performs compliance inspections, identifies violations of the FAC and/or CCR, initiates enforcement activity and conducts investigations related to meat, poultry and egg products. The Special Investigator also conducts outreach with industry personnel and external stakeholders and provides educational training to improve the overall effectiveness of the program.

  • Serve as Special Investigator for assigned route, traveling to industry facilities to:

  • Conduct initial inspections of facilities and vehicles seeking licensure by the Department to ensure both are in good order and in compliance with law and regulations

  • Identify violations of the FAC and CCR and initiate appropriate enforcement action

  • Respond to public and governmental complaints of suspected food safety violations of law within the purview of the Branch

Working Conditions

As an essential component of the Division and Branch’s food safety mission, the duties of this position include administrative operations, as well as field-based compliance and enforcement. With such diversity, the incumbent must be able to establish and maintain effective internal and external working relationships, perform well in stressful situations, make appropriate decisions, provide recommendations, work independently to complete assignments and meet strict deadlines.


When working inside, the incumbent’s residential headquarters office is equipped with laptop computer hardware and various software programs including email, telephone with voice-mail and other standard office essentials. Field activity equipment consists of a cellular telephone, camera, tape recorder and optical enhancement equipment.


Travel by state vehicle or other transportation systems to various locations is frequently required. A full list of working conditions can be found in the duty statement .

Special Requirements

  • The position(s) require(s) a valid California Drivers License (CDL). You must answer the questions addressing your CDL on your application. Ensure you provide your CDL number, class, expiration date, and any endorsements and/or restrictions.

This position is designated under the Conflict of Interest Code. The position is responsible for making or participating in the making of governmental decisions that may potentially have a material effect on personal financial interests. The appointee is required to complete Form 700 within thirty (30) days of appointment, on an annual basis, and upon vacating the position. The incumbent must complete an Ethics orientation training course within six months of assuming a Form 700 covered position, and every two (2) years thereafter, by December 31 of each numbered year. Failure to comply with the Conflict of Interest Code requirements may void the appointment.
